i think i know what happen to the mom? a victim of an abusive relationship and forced to elope with the guy because he wanted her family's fortune. what a douchbag! Then the mother ran away from the relationship and succeeded in divorce on the grounds of him being threatening and abusive. that was why she was divorce within three months of eloping with the bastard. so she must have been at least two or three months pregnant when she got divorce. and i bet to protect rei from that abusive prick because he will use rei as a barter for money and will fight for her custody that was why she didn't

want rei on her family register so that prick wouldn't have a trump card to get what he wants. ..which is a free ride....rei is like the cash cow for him. so since rei is still a minor, she's not safe from her biological father until she turns 20, the legal age for an adult. (she's 18) So, we can expect a lot of drama going on since without a register id she can't even have an option of marriage as a protective measure from her father.
